Telemetry SubCom Group 13, Stepper Motor Fine and Course measurements appear to be swapped

Description
Telemetry subcom group 13 contains the following measurements:
1. FRINGE
2. TACH
3. LINEAR1
4. LINEAR2
5. COARSE1
6. COARSE2
7. FINE1
8. FINE2
This is also the order they come down in the subcom telemetry section, according to the Command and Telemetry ICD.
However:
When I stimulate the COARSE1 Detector input, the resultant change in telemetry shows up in FINE1.
When I stimulate the COARSE2 Detector input, the resultant change in telemetry shows up in FINE2.
When I stimulate the FINE1 Detector input, the resultant change in telemetry shows up in COARSE1.
When I stimulate the FINE2 Detector input, the resultant change in telemetry shows up in COARSE2.

After loading FPGA version 4.12.1 onto the EM the telemetry for Stepper Motor Fine and Course are now in their right place. We verified by executing the control board EM acceptance test procedure, sections SMF Detector Input and SMC Detector Input.
