Linear Motor Command Inducing Telemetry Frame Transmission Anomalies

Description

Normally, we receive telemetry every 4.000 seconds. The timestamps within those frames normally increment by 4.000 seconds, as one would expect. However, when we send the Linear Motor Enable/Disable command, we see those frames times change dramatically. Sometimes the delta is around 5 seconds, then the next frame might be 2 or 3 seconds.
It happens almost every time the command is sent.
It only happens when the Linear Motor state is transitioning, either on to off, or off to on. If we keep sending the "on" command, it won't happen.
It happens on both the prototype and the EM. (and it doesn't matter if the MDB attached to the prototype is powered or not)

New version of software (2.55_20180325) has fixed this problem on both the EM and Prototype.
