Accept Counters in Telemetry Not Working

Description
There are 3 command accept counters in telemetry:
1. Instrument commands
2. Time Update commands
3. Spacecraft Status commands
Instrument command accept counter seems to be working but is showing up in an incorrect location. (in the Time Update Accept count location, I think)
I don't think the other 2 commands show up anywhere.

Verified the accept counters are working on the pender setup with FPGA version 4.6 and software version 2.35_20171127
